Lao PDR and the Philippines hold strategic planning workshops on laboratories

The OIE SRR-SEA organised five-day strategic planning workshops in Vientiane and Manila to enhance the animal laboratory capacity in Lao PDR and the Philippines in the framework of the USAID-funded IDENTIFY Programme.

The workshop in Manila which was held in May 2013 gathered 26 participants from the Philippine Animal Health Centre (PAHC) and Regional Animal Disease Diagnosis Laboratories (RADDLs). Held in April 2013, the workshop in Vientiane was attended by 24 participants from the National Animal Health Laboratory (NAHL) and Provincial Livestock and Fisheries Divisions.

In Lao PDR, the Director-General of the Department of Livestock and Fisheries Dr. Bounkhouang Khambounheuang, who is also the OIE Delegate, and NAHL Director Dr. Bounlom Douangngeun participated in the workshop together with observers from the World Health Organisation and the US Centers for Disease Control and Prevention (CDC) who provided comments and suggestions. In the Philippines, Dr. Davinio P. Catbagan, OIE Delegate and Assistant Secretary of the Department of Agriculture, and other officials of the Bureau of Animal Industry gave valuable comments. The Food and Agriculture Organisation also participated.

Facilitated by strategic experts from the Asian Institute of Technology, the workshops focused on strengthening laboratory capacity, standardization of diagnosis, harmonization of reporting, and long-term development planning.

Since it was established, NAHL has not had its “Vision Statement” which was formulated during the workshop by identifying core values that guide NAHL to perform its duties and implement the Strategic Plan 2013-2018.  In the Philippines, a draft Strategic Plan 2013-2018 was developed that aims to achieve a sustainable improvement in diagnostic accuracy, capacity and reporting.
